Its not really that old, first episode was released a week or two ago Tongue Second episode I think will be out later today.

It will probably be 12-13 episodes when they finish.

It was a standard way of doing animation back in the day =) Almost all cartoons from 80s and before are hand drawn. Early anime were drawn on animation cels, and each cel was more or less equal to one frame of the film, and  all was done by hand.  Then they started using computers to generate reference images, and then draw over them. Over the time more and more was done on computer, at some point they stopped using actual paint and did all the drawing on computer. That i show they do animation now. But even today some animators make cartoons drawn by hand; it just costs way more.

Here are some examples of old hand drawn anime:

That was Lupin III: The Castle of Cagliostro, directed by Miyazaki, released in 1979.

They look like software involved animation.
How do you differ them?

See, isn't it amazing how they were able to make something like that with normal drawing? ^^ There number of way to tell if something is hand drawn. The easiest is to look at the date or read about the production of the cartoon. For example, The Castle of Cagliostro is so old, it could not possible be done on PC cause it wasn't even possible back then. Plus it is well known that Miyazaki prefers hand drawn animation, so most of his older movies would be traditionally animated. Akira movie is known for the unbelievable amount of work put into its animation, they used about 150 000 cels to draw it. They used a bit of computer generated graphics too, I think mostly in order to make reference pictures for moving objects. I don't think they used digital painting.

But it is also possible to tell if something is hand drawn just by looking at the animation. For example in low budget hand drawn anime characters tend to go off model (slightly change their features in different frames), its a good indication. There are more subtle differences that are really hand to explain or describe. You have seen Slayers anime right? Look at those two pictures:

First is cel animated, second is digital. You can take any screenshot from first three Slayers seasons and compare it with anything from Slayers Revolution/Evolution-R, they would all be that different. Digital animation usually have slightly different contrast, different color choices, different way of drawing faces, hair, clothes. Hand drawn animation permits using extravagant body positions, facial expressions, animation done on PC doesn't like it. But it does like rotations and all those other movements that are pretty hard to draw but easy to generate. I don't know, I think the best way to learn to distinguish between traditional and digital animation is to watch a lot of old and new anime and see the difference for yourself =)

By the way, if you want something obviously hand drawn, look at this Russian cartoon "The Old Man and the Sea":

It is painted over glass, so it is not what you usually see in anime. But it is definitely hand drawn =)

Can you give me a link to that animation where there are english subtitles?
So a low budget anime is most likely uses hand drawn stuff.
